Can Flock find a car without a readable license plate?
Flock advertises vehicle-attribute searches for partial or missing plate investigations. That can produce candidate sightings; it does not guarantee a correct match or establish the identity of a driver.
The search can use vehicle descriptions
Flock's current LPR page describes full, partial and temporary plate searches as well as Vehicle Signature and FreeForm searches using vehicle characteristics. It specifically describes continuing a partial-or-missing-plate investigation through attributes. The advertised search is therefore broader than a lookup of an exact plate string.
The FAQ lists characteristics such as make, model, color and visible alterations. Those descriptions help explain the available search inputs, not how reliably any one characteristic is captured at a particular camera. Ask what data the actual result contains rather than assuming every field is populated.

A description match is not a driver's identity
A search for a vehicle description and a search for an exact plate ask different questions. Several vehicles can share a make or color. A candidate result needs comparison with the original image, time, place and any other evidence relevant to the investigation.
Do not treat a product demonstration as an independent accuracy study. The pages cited here do not establish a verified local false-match rate, prove a unique identity from a description, or show that an operator followed a confirmation procedure in a particular incident. Keep the result and the conclusion separate.

Request the input, results and confirmation records
For a specific incident, identify the report number, date and responsible agency. Ask for existing records of the search input, returned vehicle images or attributes, relevant timestamps, and any confirmation or correction. An audit entry showing that a search happened is different from the image used to interpret a match.
Ask the agency to distinguish records it does not hold from records withheld under applicable rules. A search log alone may not answer why a vehicle was selected or how a conclusion was reached. Records access and preservation depend on the operator and jurisdiction; this guide does not determine an individual entitlement.

A camera map cannot run a vehicle search
