DeFlock focuses on community camera mapping, FlockHopper offers free camera-aware navigation, and FlockDetour combines a free camera map with paid mobile navigation and a public agency-records directory. All use incomplete mapped data.

Which tool fits the job?

For contributing observations to the shared OpenStreetMap dataset, start with DeFlock's mapping tools. For free mobile camera-aware navigation, evaluate FlockHopper. For a camera map connected to source explanations, city snapshots, historical agency records and paid mobile route modes, evaluate FlockDetour.

This comparison is published by FlockDetour, one of the products listed. It uses public product pages and our current web and app implementation, reviewed October 3, 2026. We have not run a controlled road test of every competing app. A larger headline camera count does not establish more accurate coverage.

DeFlock

DeFlock is a volunteer project that maps license plate readers and other surveillance devices in OpenStreetMap. Its map at deflock.org shows what volunteers have mapped so far. The DeFlock web map at maps.deflock.org also plans routes. Gadget Review described entering a destination, choosing an avoidance intensity and getting a route that shows the added time and distance. The planner is free and open source.

The DeFlock app for iPhone and Android is free and open source under the AGPL-3.0 license. It's built for mapping: you log a camera's location, direction and manufacturer and upload it to OpenStreetMap. The app also works offline and can alert you as you approach a mapped device.

FlockHopper

FlockHopper, from OpenRoad Labs LLC, runs on the web at dontgetflocked.com and as an app for iPhone and Android. Its website advertises a fastest-route versus privacy-route comparison, free turn-by-turn navigation, CarPlay and Android Auto, with no account required. Those are the developer's published features, checked October 3, 2026; they are not the results of an independent driving test.

FlockDetour

FlockDetour, made by Block Browser INC, runs on the web at flockdetour.com and as an app for iPhone and Android. The free website shows documented cameras and provides a route planner with travel time and camera counts. In the mobile apps, Pro adds the Balanced and Fewer cameras route modes alongside Fastest. Available alternatives depend on roads, provider results and mapped coverage.

In the FlockDetour apps, the camera map, camera details and camera reports are free. Turn-by-turn navigation and the camera-aware route modes need FlockDetour Pro. Check the store listing for platform-specific features and prices. FlockDetour also keeps a state-organized agency directory drawn from a July 2023–April 2024 transparency-portal dataset; it is a historical reference, not a current agency census.

Where their camera data comes from

OpenStreetMap, where DeFlock volunteers tag the cameras they find, is FlockDetour's largest source, so a camera mapped with the DeFlock app can show up on FlockDetour too. DeFlock's own maps draw on the same data. FlockHopper describes its camera data as community-sourced.

Coverage is uneven in all of them. An empty area on any camera map may be unmapped, and it says nothing about whether cameras are there.

FlockDetour's data sources

Atlas of Surveillance, from EFF and the University of Nevada, Reno, records which agencies use which surveillance technology. Have I Been Flocked? searches police audit logs released through public records requests, so you can see whether a plate was looked up. Neither one shows where cameras stand.

What is the difference between DeFlock and FlockDetour?
DeFlock offers community mapping tools and a free web route planner. FlockDetour, from Block Browser INC, combines OpenStreetMap with other public sources, provides a free web map and planner, and offers paid camera-aware modes in its mobile apps. Its agency directory is a historical transparency-portal reference. Available routes may have equal camera counts. FlockDetour is independent of DeFlock and Flock Safety.
Is there a free app that avoids Flock cameras?
FlockHopper advertises free camera-aware navigation, and DeFlock's web route planner is free. FlockDetour's free website offers fastest routing and available alternatives with mapped-camera counts. Its mobile camera map is free; camera-aware modes and turn-by-turn navigation require FlockDetour Pro. None guarantees a camera-free trip.
Is there a Flock camera app for Android?
Yes. DeFlock, FlockHopper and FlockDetour have Android apps on Google Play and iPhone apps. These independent consumer tools differ from the Flock Safety customer app used by law enforcement and security personnel. Check the specific app's store page for features and pricing.
Do these apps show every Flock camera?
No. Each app shows the cameras that have been documented, much of it by volunteers. Treat an empty stretch of map as unknown, not as camera-free.
